York and North Yorkshire Local Transport Plan

 

Summary

1.    This report presents the draft York and North Yorkshire Local Transport Plan to Place Scrutiny Committee for comment as part of the York and North Yorkshire Combined Authority consultation process.

        Background

2.    The York and North Yorkshire Combined Authority is now the Local Transport Authority (LTA) for York. The LTA is responsible for producing a Local Transport Plan (LTP) for the wider York and North Yorkshire area. Officers from the Mayoral Combined Authority have been working with stakeholders and their appointed consultants to develop a draft LTP. The consultation draft of the LTP is presented at Annex A.

3.        York currently has a Local Transport Strategy, approved by Executive on 18th July 2024 (Annex B). The Local Transport Strategy will be superseded by the new LTP on approval by the Combined Authority.  It is therefore important that the new LTP provides the policy and strategy direction to meet the challenges and aspirations of York.

4.        Council officers have participated in a wide range of engagement sessions and have provided comments on the draft LTP ahead of publication. The Executive Member for Transport has also provided comments as part the development of the draft LTP. The Council will respond further as part of the formal consultation period; officers would appreciate the comments of Place Scrutiny members to help shape the Council’s response.   

Consultation
5.    The discussion at Place Scrutiny forms part of the consultation phase of developing the York and North Yorkshire LTP. Members of Place Scrutiny Committee are encouraged to offer their thoughts on the consultation draft LTP for the consideration of both Council and Mayoral Combined Authority officers, who will be in attendance to answer questions.

8.        Transport can contribute to all four core commitments in the Council Plan;

a.    Equalities and Human Rights – ensuring everyone has access to jobs and services and that our transport infrastructure is accessible.

b.   Affordability – providing affordable methods of transport.

c.   Climate – reducing emissions from transport and contributing to creating a cleaner city.

d.   Health – delivering a strategy focussed on how transport can contribute to increased physical activity and a reduction in local pollution from transport.
